No, I'm only a couple hours into the game, haven't advanced very far at all. When fully upgraded, the Blood Dragon rifle has better stats than Jacob's rifle, which can't be modified. It was a substitute weapon for people that didn’t get to complete one of the live events. So all players got it added to their inventory.
